Every coin on the pad gets one market and one question. The program answers it by reading the coin's own bonding curve: no oracle, no vote, nobody to ask.

A chip shedding coins on one side and burning on the other

The losing pool pays the winners 85%, burns 10% of itself and hands 5% to the coin's dev. Nobody signs that off: the instruction that settles the market does the burn.
